       戴瀚程,北京大学环境科学与工程学院研究员,北京大学博雅青年学者,博士生导师,环境管理系主任,兼任北京大学全球健康发展研究院研究员、区域与国别研究院研究员。2006 年获北京大学学士学位,2009 年获德国慕尼黑理工大学硕士学位,2012 年获日本东京工业大学博士学位。研究方向为能源环境与气候变化经济与政策分析,针对经济绿色低碳转型路径和成本效益,以能源—环境—健康—经济综合评估(IMED)模型为手段开展系统研究。基于IMED模型发表的期刊文章综述见此下载:中文英文。最新成果见:Google Scholar 或Researchgate。最新简历请见:中文英文

        主持过国家自然科学基金委青年项目、面上项目、重大项目子课题、国际(地区)合作与交流项目课题、科技部国家重点研发项目课题等国家级项目,以及京津冀自科基金基础研究专项、香港大学教育资助委员会项目课题、英国Wellcome Trust基金项目、美国能源基金会、美国环保协会及自然资源保护协会等省部级或国际机构资助项目。在One Earth (Cell姊妹刊)等国内外能源环境经济与政策领域核心期刊上发表80 余篇学术论文,其中一作/通讯50篇,Web of Science 总被引用4900 余次,H 指数32,Google Scholar 总被引用5000 余次,H 指数39,ESI 前1% 高被引论文12 篇,热点论文2篇。

        课题组研究注重识别绿色低碳转型的关键科学前沿与政策管理重大需求问题,研究成果受到国内外同行的密切关注和高度认可。在多个国家科技计划项目支持下,自主开发了适用于国家、省级及全球多层次政策分析的IMED模型,作为国家和省级相关机构的制定能源环境与气候政策的重要决策支持工具,模拟未来经济增长、产业转型和收入增长对能源和资源消耗、温室气体和环境污染物排放及脱钩的影响,评估采取何种政策措施实现绿色低碳转型,进而减缓负面影响并改进地球环境和人类的健康水平,助力我国及全球实现碳达峰碳中和目标、“美丽中国”目标及全球可持续发展目标。IMED模型被权威学者认为是由国内学者自主开发的“面向双碳目标和大气污染防治费用效益评估的本地化、精细化综合评估模型”,为突破从过去依赖国际模型转向开发本地化、精细化综合评估模型”的自主可控复杂系统模拟和多维政策评估技术做出了重要贡献

        近年来基于自主研发的IMED等综合评估模型所发表的多篇研究成果支撑了2022年最新发布的IPCC AR6有关气候变化科学评估系列报告中的多个章节关键内容,15篇研究论文被IPCC AR6报告正面引用20余次(报道链接:LEEEP课题组多篇研究论文被IPCC AR6正面引用。相关论文涉及减污降碳政策的政策减排效果、经济代价和协同效益评估等重要议题,被引论文贯穿了第一工作组、第三工作组报告的11个关键章节(报道链接:LEEEP研究 | 课题组支撑IPCC AR6的论文一览,如聚焦社会经济系统全局性分析的第二章(排放趋势与驱动因素)、第三章(长期减缓路径)、第四章(近中期减缓与发展路径)、第五章(减缓的社会服务需求),以及侧重关键高能耗部门的第六章(能源系统)、第十章(交通部门)及第十一章(工业部门)。此外,还领衔组织了中国能源模型论坛(CEMF)CGE多模型对比活动,提升了国内模型透明度和可比性(报道链接:IMED合作 | 中国多模型对比:碳税的一般均衡分析)。在国家重点研发项目支持下,牵头评估了过去20年发表的中国大气污染控制成本效益分析研究,梳理了该领域的常用方法、核心发现与演变历程(报道链接:IMED研究 | 我国大气污染控制政策成本效益评估文献综述)。模型评估方面的最新研究连续多年受到欧盟气候变化评估模型进展追踪报导。

       基于上述工作成果,连续两年入选斯坦福大学与Mendeley Data 发布的 2020(名单链接)、2021(名单链接)“年度科学影响力”全球前2% 高被引科学家榜单,入选全球学者库评出的2021年“全球顶尖前10万科学家名单”(查询链接)。受联合国环境规划署(UNEP)邀请,作为唯一中国籍主笔作者,撰写了UNEP环境变化旗舰报告《全球环境展望6:城市》特别报告(报道链接:LEEEP组助力联合国报告向全球推介北京市减污降碳经验)。受联合国政府间气候变化专门委员会(IPCC)委任,在AR6第三卷全球448位贡献作者中作为5位来自中国大陆机构的学者之一,撰写了联合国气候变化旗舰报告《IPCC AR6》第三卷相关内容报道链接:北大环境学院戴瀚程课题组研究成果支撑IPCC AR6多个关键内容。受国家科技部和国家节能中心两次邀请,代表中方审阅《IPCC AR6》第三卷中的决策者摘要内容。担任中国系统工程学会生态环境系统工程专业委员会常务委员、城市大气环境综合管理与低碳行动伙伴关系委员、中国可持续发展研究会气候变化专业委员会委员、中国能源研究会能源系统工程专业委员会委员、美国能源基金会(中国)项目评估总体专家组成员、国际性项目全球疾病负担研究合作者。为美国环保协会、自然资源保护协会等非政府组织提供科技咨询服务。

       Dr. Dai is Assistant Professor and Director of the Department of Environmental Management in the College of Environmental Sciences and Engineering at Peking University. He is also a joint appointment research fellow of the Institute for Global Health and Development and the Institute of Area Studies at Peking University. Dr. Dai’s research focuses on green low-carbon transformation and human planetary health at the local, national and global scales. By developing and applying the state-of-the-art integrated assessment model, the IMED model (Link), key questions are explored on the mitigation costs of achieving ambitious climate targets and their co-benefits on improvements in air pollution, human health and resource efficiency. The findings from integrated assessment could then provide scientific support for policymaking to find out how the society could achieve carbon emission peak, carbon neutrality and sustainable development goals.

     For two consecutive years in 2020 (Link) and 2021 (Link), Dr. Dai ranked as the World’s Top 2% most-cited scientists released by Stanford University and Mendeley Data. He is also recognized as the global top 100000 scholar list released by Global Author ID in 2021 (Link). He is also the Standing Committee Member of Branch of Ecological and Environmental Systems Engineering, Systems Engineering Society of China, and Committee Member of City Air Integrated Management and Low Carbon Action Partnership of China, as well as Committee Member of Branch of Climate Change of Chinese Society for Sustainable Development. He has also provided professional consulting services to various international Non-Governmental Organizations such as the Energy Foundation, Environmental Defense Foundation, Natural Resources Defense Council and so on.
