21世纪初的伊朗崛起是对美国在中东地区主要国家利益的重大挑战,对伊关系已成为美国中东政策的关键。美国长期对伊实行的遏制政策因伊朗崛起而遭质疑,现阶段发动有限军事打击和武力颠覆缺乏可行性,推动美伊关系全面正常化的可能性正在增大。美伊关系受伊朗外交政策影响,而伊朗外交政策则与其国内派系政治发展密切相关。伊朗国家权力的双系统结构,决定了伊保守派执政是改善伊美关系的一个必要条件。同属保守派阵营的新保守派和新务实派已成伊朗政坛主力,二者在对美关系和核问题上态度分歧,其实力消长将决定伊朗未来对美关系走向。
