【报告题目】Property Rights Reform, Land Rental Markets and Resource Misallocation: Empirical Evidence from Herders in Northwestern China

【报告摘要】This paper examines how property rights reform affects agricultural productivity in pastoral area of China. Using household survey data and county-level reform implementation data, we employ a difference-in-difference approach to assess the impacts of a recent national rural land certification reform on land rental markets and agricultural productivity. Our findings show that this reform increases land rental activity and agricultural output accompanied by the establishment of a formalized local rental market. Notably, the overall output of herders increases without detriment to grassland quality. Further analysis show that high-productivity households rented in more grassland, while labor distribution and capital use remain consistent across the groups with different productivity.

【主讲人介绍】侯玲玲现任北京大学现代农学院、中国农业政策研究中心研究员，博士生导师，获国家自然科学基金优秀青年科学基金项目资助。主要研究方向为农业资源与环境经济，重点关注农业面源污染导致的水污染、资源环境价值评估、草原保护与经济发展、农村环境政策等领域。近年来围绕农业绿色发展、草原生态保护和生态产品价值实现等议题，在国内外学术期刊发表论文50余篇，包括Nature Communications、AJAE、《管理世界》等期刊。独立主持国家自然科学基金项目4项，并参与十余项重大科研项目。向中央和国家部委递交多份政策简报，产生一定政策影响。
